Unless Governor Cooper Stops It, North Carolina’s Gun Permit Rules Are Set To Be Repealed (Guest: Stephen Willeford)

Gun Owners of America spokesman Stephen Willeford discusses the importance of passing Senate Bill 41, and why Cooper is unlikely to veto it.

The limited pistol permit rules passed in North Carolina have been a thorn in the side of many private gun owners within the state. But they’re about to become nothing more than a memory.

A new bill, Senate Bill 41: Guarantee 2nd Amendment Freedom and Protections, recently got a pass through the General Assembly, and now sits on the desk of Governor Roy Cooper. This puts him in a tough spot, for if he doesn’t veto the bill within the next few days, it will automatically become law, overturning the strict permit rules.


This, in turn, would allow people that practice Constitutional-Carry (or Concealed-Carry as it’s known in some areas) to continue doing so unimpeded.

Some are concerned that Cooper could still veto the bill. However, some groups, including the Gun Owners of America, believe that his doing so would create “political embarrassment” that would cast a shadow on any chances for re-election. Thus far, his office hasn’t given any word on what he intends to do with the bill.

Joining us now is Stephen Willeford, a spokesman for Gun Owners of America. You may recall in 2017 how he stopped the Sutherland Springs, Texas mass shooting, acting as the “good guy with a gun.” His expertise is welcome in this matter.

  1. First off, why did Cooper pass these strict pistol permit rules in the first place? Was he simply attempting to bring down violence in the wake of “active shooter” events? Or something else?
  2. How bad has the outcry been surrounding these rules? Is that what prompted the creation of SB 41?
  3. Now that SB 41 is on Cooper’s desk, there’s a chance he likely won’t veto it because it could create, as your group calls it, “political embarrassment.” Do you believe he’ll just let it slide by? Is there a chance he could try to return with more strict gun rules?
  4. What does this mean for private gun owners and those that practice Constitutional-Carry if it does, in fact, become law and reveals the previous restrictions?
  5. Could other states learn from the example being set by North Carolina right now, with strict gun laws being knocked down because they go against the Second Amendment?
