Ultra LUNA-cy: House Committee Invites ‘Experts’ While Ignoring MK-Ultra Survivors
Congress is preparing to revisit one of the darkest chapters in American intelligence history: the CIA’s MKUltra mind-control program. But the committee, led by Rep. Anna Paulina Luna (R-FL), has inexplicably decided to ignore those who suffered from the evil program, one of whom was Juliette Engel M.D. who has made it clear she is willing to come forward. Why are the hearings focusing on historians instead of people who say they survived the program?

- Survivors more deserving from Luna than historians and researchers.
- Firsthand testimony in Luna hearing could fill gaps left by declassified records.
- Luna should examine both documented history and lived experiences.
- Transparency requires hearing from every credible perspective before reaching conclusions.
- Alleged survivors say they’re ready to testify under oath in front of Luna
The initial witnesses in front of Luna’s committeee are expected to include investigative authors Stephen Kinzer and Tom O’Neill, both of whom have produced significant research on MKUltra through declassified records, archival documents, interviews, and decades of investigative reporting. Theoretical experts, maybe. Engel is an actual expert and survivor, who not only suffered extreme abuse but knew Charles Manson and received a job offer from Jeffrey Epstein.
Neither Kinzer nor O’Neill experienced MKUltra firsthand.
Engel believes Congress is missing the most important voices in the room.
Engel, who publicly identifies as an MKUltra survivor, says there are numerous survivors willing to testify before Congress. She disputes suggestions that survivors are reluctant to come forward, arguing instead that many have spent years speaking publicly, publishing their accounts, and requesting the opportunity to testify under oath.
If Congress is serious about uncovering the full truth behind MKUltra, shouldn’t those who claim to have lived through it be part of the conversation?
Engel is available to discuss why she believes survivor testimony belongs alongside historical research, what she says she experienced, and why she believes Congress has overlooked firsthand accounts while relying primarily on experts who reconstructed the program decades later from government records.
She can also address broader questions surrounding government transparency, the limitations of declassified documentation, and what she believes remains hidden about one of America’s most controversial intelligence operations.
Other well-known public figures who identify themselves as MKUltra survivors, including Cathy O’Brien, have likewise expressed a willingness to speak publicly about their experiences.
As congressional hearings renew public interest in MKUltra, media outlets have an opportunity to broaden the conversation beyond historians and government documents by interviewing individuals who say they experienced the program firsthand. Whether audiences ultimately accept or question their accounts, hearing directly from those voices adds an important perspective to a story that continues to generate debate more than half a century after the program officially ended.
