Banking on Crypto: Clarity Act could give Community Banks a Seat at Crypto’s Table
The U.S. Senate is preparing to vote on legislation that could determine whether America leads or falls behind in the rapidly expanding digital-asset economy. Jeff Crouere, political columnist, host of Ringside Politics, heard on WGSO in New Orleans and seen on RAV TV, argues that the CLARITY Act represents far more than another Washington regulatory battle. It is a test of America’s willingness to embrace innovation, protect consumers and maintain financial leadership over China.

In his latest Townhall commentary, Crouere makes the case that the CLARITY Act would establish sensible federal guidelines for digital assets while giving traditional banks new opportunities to compete in the cryptocurrency marketplace. The legislation follows the 2025 GENIUS Act, which established a regulatory framework for stablecoins and strengthened the role of the U.S. dollar in the digital economy.
One of the most consequential fights involves rewards for stablecoin users. Banking interests have argued that such rewards could pull deposits away from community banks. Crouere contends that the evidence does not support those fears, pointing to research showing community-bank deposits have actually grown substantially during the rise of stablecoins. He argues that restricting rewards would ultimately hurt consumers by limiting competition and choice.
There is also a geopolitical dimension. China is already moving to make its digital yuan more attractive, including by offering interest to users. Crouere warns that Washington should not handicap American financial innovation while Beijing aggressively competes for dominance in the digital economy.
The stakes are particularly relevant to Louisiana, where cryptocurrency adoption is significant and the state became the first to accept cryptocurrency for government services. Crouere sees the CLARITY Act as an opportunity not only for crypto companies, but for community banks that could gain new powers involving digital-asset custody, payments and settlement.

At the same time, lawmakers must recognize that China is not waiting for Washington to resolve its internal debates. Beijing is actively pursuing digital financial dominance. America should not surrender its advantage through fear or bureaucracy. The future of money is arriving. Congress should make sure it arrives here.
