After World War II, American officials launched a secret effort to recruit German scientists and technicians, initially known as Operation Overcast and later renamed Paperclip. The name is widely attributed to paperclips placed on the files of scientists selected for recruitment, effectively flagging them for favorable treatment during the vetting process. U.S. government records acknowledge that many recruits had been members of Nazi organizations, despite official restrictions against admitting active Nazi supporters.
The rationale was brutally pragmatic: America wanted German expertise before the Soviet Union could acquire it. But the moral cost was enormous. Instead of facing prosecution or remaining permanently barred from the United States, individuals with compromised Nazi histories were brought into American military, scientific and intelligence circles.
Engel argues that the consequences went far beyond rockets, weapons and Cold War technology.
In Sparky, Engel describes herself as a six-year-old child who was sold by her father into what she identifies as the CIA’s secret Monarch program. She says she was subjected to physical and psychological torture, sexual abuse and identity manipulation before eventually escaping as a teenager. Her published account describes a childhood inside what she calls a system of government-linked experimentation and “Sex Magick.”
That places Engel’s story at the intersection of two disturbing chapters of American history: the documented recruitment of former Nazis through Paperclip and the documented existence of MKULTRA, the CIA’s secret behavioral-experimentation program.
Engel contends that the ideological and occult influences behind these operations did not simply disappear with Nazi Germany’s defeat. She argues that individuals and ideas were imported into America, embedded within institutions, and ultimately helped create an environment in which programs such as MKULTRA could flourish.
There is also a provocative historical question surrounding the name MKULTRA itself. Engel connects “MK” to Mein Kampf and argues that the designation reflects a deeper Nazi connection. Officially, however, the CIA’s MKULTRA designation is documented as a cryptonym, not as an abbreviation of Mein Kampf.
Engel’s story raises the larger question: Did America defeat the Nazis—or did it quietly import some of their darkest ideas through the front door?

In 1955 at the age of six, Juliette was sold by her father into the CIA’s secret Monarch MK Ultra program. At age ten, she was selected for Sex Magick and subjected to physical and mental torture including sexual abuse in the process of creating multiple identities. As a teenager, she was trained in the art of seduction, physics, Ariosophy, cybernetics and genocide at the Stanford Research Institute.
At the age of seventeen, she escaped and put herself through the University of Washington Medical School. In 1990, she sold her medical practice and moved to Moscow to found the Angel Coalition, an underground railroad that rescued and repatriated thousands of trafficked children.
