Iryna Outran War but not a Repeat Offender on a Charlotte Train

She fled war in Ukraine. She died on a train in Charlotte. The shocking murder of 23-year-old Ukrainian refugee Iryna Zarutska in Charlotte, North Carolina is not only horrendous and inexcusable but carriers incredibly bad optics for the U.S. both at home and abroad.
