Fleming’s concern is the World Economic Forum—an unelected global body that publicly champions “stakeholder capitalism,” governance reform, and managed social change. Fleming argues that beneath the technocratic language lies something more destabilizing: a framework that mirrors CCP-style governance—centralized control, suppression of dissent through “managed participation,” and the use of social movements to apply pressure from below.

One revealing example, Fleming notes, is the WEF’s use of Western academics and activists as spokespeople. In a video hosted on the WEF’s own website, Hahrie Han, an American political scientist of South Korean heritage, explains how social movements are born, mobilized, and organized. Han explicitly argues that people must “agitate” to produce change.

Fleming doesn’t accuse Han of being Chinese or a CCP agent. His argument is more unsettling: you don’t need to be Chinese to advance CCP objectives. In Fleming’s analysis, “agitation” is simply a softer term for engineered instability—the same tactic the CCP has long used to weaken adversaries from within while maintaining plausible deniability.

That distinction matters, Fleming says, because the United States is home to millions of innocent Chinese nationals who came here for education, opportunity, or refuge from the regime. At the same time, U.S. intelligence has repeatedly warned that the CCP embeds influence operatives abroad—and those operatives are not always Chinese.

Despite this, Fleming argues, U.S. immigration and student-visa vetting remains dangerously inadequate. Hundreds of thousands of student visas are still issued annually to Chinese nationals, some of whom may be exploited—willingly or unwittingly—by the CCP to inject pressure, narratives, and disruption into America’s political and academic systems.

Fleming’s bottom line is stark: the WEF’s vision aligns disturbingly well with CCP interests, and the battlefield is no longer overseas. World War III, he argues, is already underway—inside America itself, fought not with tanks and missiles, but with agitation, influence, and institutional capture.
