According to Engel, her ordeal began at just six years old when her father handed her over to a child trafficking operation. She says she was subsequently placed into an MK-Ultra program and subjected to years of extreme physical, psychological, and emotional torture designed to manipulate, control, and fracture the human mind.
While many Americans know MK-Ultra only through declassified records, congressional hearings, and media reports, Engel says she experienced the program firsthand. Her account includes years of abuse, conditioning, and experimentation that she alleges were conducted under the umbrella of programs associated with MK-Ultra and related operations.
One of the most remarkable aspects of Engel’s story involves her time in California during the 1960s. She says she resided on the same ranch property associated with Charles Manson before escaping the environment years before Manson’s drug-fueled cult carried out the murders that shocked Hollywood and the nation.
Today, Engel has become one of the most outspoken voices calling for a full accounting of MK-Ultra and its legacy. She believes the public still does not know the full extent of what occurred, who was involved, how victims were selected, or whether every relevant document has ever been disclosed.
More importantly, she believes investigators should hear directly from survivors.
As House investigators continue pressing intelligence agencies for records related to MK-Ultra, Engel has made it clear she is willing to testify, answer questions, provide information, and cooperate with any legitimate congressional inquiry. If there are former victims who remain unwilling to come forward because of fear, intimidation, trauma, or concern over public scrutiny, Engel is not among them.

ABOUT JULIETTE M. ENGEL M.D….
In 1955 at the age of six, Juliette was sold by her father into the CIA’s secret Monarch MK Ultra program. At age ten, she was selected for Sex Magick and subjected to physical and mental torture including sexual abuse in the process of creating multiple identities. As a teenager, she was trained in the art of seduction, physics, Ariosophy, cybernetics and genocide at the Stanford Research Institute.
At the age of seventeen, she escaped and put herself through the University of Washington Medical School. In 1990, she sold her medical practice and moved to Moscow to found the Angel Coalition, an underground railroad that rescued and repatriated thousands of trafficked children.
