Philipp’s central argument is that corruption isn’t merely a symptom of authoritarian rule—it can become the mechanism through which entire governments maintain power. When criminals control corruption, they can control political systems, eliminate challengers and create economies built around personal enrichment. Mexico’s cartel violence provides a chilling example, with dozens of political candidates assassinated during the country’s 2024 election season.

The larger threat, however, may be the emergence of what Philipp describes as an alternative global order built on kleptocracy, with the Chinese Communist Party positioned as its leading force. The Hudson Institute report argues that China’s rise has helped create a second wave of globalized kleptocracy, while Beijing offers authoritarian regimes capital, infrastructure, technology and diplomatic protection without demanding meaningful adherence to the rule of law.
That creates an unusual opportunity for Washington: fight corruption not merely as a law-enforcement problem, but as a strategic weapon. If corruption holds hostile regimes together, exposing and dismantling those networks could potentially weaken the regimes themselves. Philipp points to emerging U.S. efforts to expose illicit wealth and corruption, including plans by American intelligence agencies to reveal hidden wealth belonging to China’s Communist Party leadership.
