Nearly 150 pages of FBI records focus on Chinese national Christine Fang, who cultivated relationships with numerous American politicians and became closely connected to then-Congressman Eric Swalwell. The documents reportedly reveal that Fang had a sexual relationship with Swalwell, helped place interns in his political operation and became involved in campaign fundraising.
Investigators also uncovered evidence suggesting Fang facilitated potentially illegal straw donations, including checks involving tens of thousands of dollars. The alleged operation illustrates how Beijing’s influence efforts can exploit vulnerabilities that have little to do with traditional espionage.
Perhaps most astonishingly, the FBI attempted to turn Fang into an intelligence asset. In an operation reportedly code-named “Rusty Thumbs,” investigators tried to recruit her as a blind double agent while monitoring her activities and political connections.
The documents reportedly indicate that Fang’s parents were senior Chinese Communist Party officials and that she claimed connections to powerful figures within China’s political establishment. Her network extended beyond Swalwell, with investigators examining her relationships with numerous California politicians and local officials.
Fang eventually fled the United States after investigators raided her Bay Area apartment. The Justice Department declined prosecution, citing concerns that she would not return to the country.
