Believing survival against the IDF as a “victory,” Hamas could be readying a resistance.
Israeli Prime Minister Benjamin Netanyahu noted a couple of years back that the “destruction” of Hamas was the only way to peace. And now, with a troubling new report suggesting a potential initiative on Gaza City, former Mayor of Shiloh David Rubin, founder and president of the Shiloh Israel Children’s Fund believes he may have a point.
- The Jerusalem Post reports that Hamas sees its survival against the IDF is a “victory,” despite the percentage of territory it holds over the Gaza Strip.
- Hamas is reportedly preparing for some form of IDF ground maneuver, hiring new operatives and distributing weapons.
- This comes right after the third anniversary of the October 7, 2023, Hamas-led attacks on Israel, resulting in the death of 1,200 and the kidnapping of 250 others.
A report from The Jerusalem Post revealed that Hamas reportedly views its survival against the Israel Defense Force as a “victory,” even as Israel holds control of nearly 70 percent of the Gaza Strip. Hamas reportedly regards Israel’s territorial control as “temporary,” and is preparing for some form of ground maneuver from the group.
Intelligence provided to Israel’s senior political and defense leadership suggests that Hamas has been preparing accordingly for the push. “They are really working on this around the clock, in many ways: recruiting operatives, distributing weapons, digging defensive tunnels, manufacturing explosive devices, producing short-range projectiles, and preparing surprises,” an official noted.

Even with the IDF carrying out missions to kill terrorists who participated in the October 7 attacks that resulted in the deaths of over 1,200 civilians, Hamas remains undaunted, and refuses to disarm or hand over any of its territory.
Obviously such a move would scuttle what currently remains of the temporary ceasefire, and could put thousands of lives at risk. But it seems necessary when it comes to pushing for Netanyahu’s wishes to eradicate Hamas before they do further harm.
Rubin joins us now to discuss this situation further. Welcome, David!
Q&A:
- Hamas reportedly views its survival against the IDF as a “victory.” What does this tell us about the group’s strategic objectives, and how might it shape the next phase of the conflict?
- The report says Hamas is preparing for a possible Israeli ground operation in Gaza City. What could such an operation mean for the current ceasefire and the prospects for renewed large-scale fighting?
- Has the ceasefire achieved its intended objectives? What additional steps, if any, might be needed to establish a more durable end to the fighting?
- What would renewed military operations mean for civilians still living in Gaza, particularly those facing displacement and other humanitarian challenges?
- What do you believe would be required to bring the conflict to a lasting end? Can Hamas be prevented from posing a future security threat without dismantling its military and governing capabilities?

About David Rubin…
David Rubin and his three-year-old son, narrowly escaped death at the hands of terrorists. Had it not been for his car suddenly starting, Rubin and his son would not have been so fortunate. The younger Rubin deals with the trauma to this day. That experience is what led David to establish the Shiloh Israel Children’s Fund, to help other young victims of Islamic terrorism, who need to process and deal with their trauma. Rubin, also the former Mayor of Shiloh, Israel is the author of seven books, including his latest, Confronting Radicals: What America Can Learn from Israel, which has recently been made into a movie. Rubin is the founder and president of Shiloh Israel Children’s Fund, established after he and his then three-year-old son were wounded in a terror attack.
