BILLION DOLLAR SCANDALS: Allegations Of Red Flags Not Heeded As Allen Stanford Case Rivals That Of Madoff

President and CEO of Armstrong International, David Armstrong sees the absence and/or erosion of an ethical culture - when deals were sealed with a handshake instead of with a blind eye.
